Mr Cecil Baldwin from the podcast series Welcome to Night Vale. Please be gentle, it's only been four days since I received my Wacom Bamboo and started playing with it on Photoshop! 
I'm not sure if anyone's done it before, but since two popular headcanons for Cecil are:
a) He has a third eye, and
b) He has moving tattoos,
I thought that it might be interesting to give him a third eye tattoo that occasionally moves. Anyway, that's just how I see him. He's really a wonderful personality, with a wonderful voice. Mmmm. That voice. *___*
